Yes. SVG can contain scripts, so we only display it as an image, where scripts can't run. We never insert it into the page.
Without it, an SVG can't scale properly. Many tools once removed it to save a few bytes, and we never do.
That's what actually crosses the network if your server compresses, and it's often a much smaller saving than the raw file shows.
